U.S. Grip on the Market for Higher Education Is Slipping

Barkha Parkash dreamed of leaving her native Pakistan to study engineering in the U.S.then she looked at the cost of a U.S. education and changed her mind. Instead she has enrolled at the University of Munich, where she pays about $150 a semester—roughly 1% of what she would be paying in the U.S.
