The stunning rise of the middle-income countries, led by China, India, and Brazil, has intensified the desire of many nations to increase their competitiveness by building more highly skilled workforces. Technological advances are changing job profiles and skills, while offering possibilities for accelerated learning. Persistently high levels of unemployment, especially among youth, have highlighted the failure of education systems to prepare young people with the right skills for the job market, and have fueled calls for greater opportunity and accountability.
