Using these estimates, we determined the minimum cost, maximum cost, and most likely cost of the proposed tuition waiver bill at the state and school level. Calculation of the
minimum cost assumes each of the eligible students who choose to enroll in higher education receives the maximum award for federal and state grants and attend the least expensive school.
